Registration of cash registers

A cash register (CR) is a device or a software and hardware suite which realizes fiscal functions and is intended for record of payment transactions during sale of goods (provision of services), purchase-sale transactions for foreign exchange and/or registration of how much goods were sold (services were provided).

Cash registers include: electronic cash register, POS, electronic taximeter, vendor machine etc.

CRs are to be registered with state tax authorities at the place of a business entity’s location. In case CR is used within the territory of another administrative-territorial unit, it should be – before its intended use – registered with state tax authorities at the place of business.

CRs are registered based on a written application of optional form submitted by a business entity, as well as a package of documents prescribed by law.

Upon consideration of documents submitted, a tax officer in charge makes a decision on possibility of CR registration. In case of positive decision, a certificate is issued on reservation of CR fiscal number. Upon receipt of such certificate, a business entity must ensure conclusion of a cash register service agreement with a maintenance center being on contractual terms with a supplier of such CR model.

It is necessary to switch CR to fiscal mode of operation, enter fiscal number into fiscal memory, and seal the cash register. A certificate of sealing and a cash register service agreement, together with the certified copies thereof, should be provided, within the validity term of the certificate on reservation of CR fiscal number, to the issuing state tax authority. In case of untimely submission of such documents, the certificate on reservation of CR fiscal number is considered void.
