Registration of political parties

As provided with the law of Ukraine, a political party is a registered, in accordance with law, voluntary association of citizens supporting a certain all-national program of social development, which aims to facilitate formation and expression of political will of citizens participating in elections and other political events.

A founding congress (conference, meeting) of a political party makes a decision on formation of a political party, approves of a charter and a program of a political party, appoints its management and internal control bodies.

A political party may perform its activity only after its registration. Non-registered political party may not perform any activity. Registration of political parties is carried out by a central body of executive power which implements governmental policy in the sphere of state registration (legalization) of civic associations, or any other public formations.

Print media (press), pursuant to the law of Ukraine, includes periodic and continued publications released under a permanent title with a periodicity of one and more issues (releases) within a year based on a state registration certificate.

Addendums to print media in a form of newspaper or magazine are separate periodical and continued printed publications and are subject to registration on general terms.

Print media may be published only after its state registration. All print media published within the territory of Ukraine are subject to state registration, irrespective of their distribution scope, number of copies printed and method of production.

Application on print media state registration is filed by a founder (co-founders) to the central body of executive power which implements governmental policy in the sphere of state registration of print media.

Labor organization, pursuant to the law of Ukraine, is a voluntary non-profit non-governmental organization which unites citizens with common professional (occupational) or educational interests.

Labor organizations and their associations are legalized through a notice on compliance with the declared status. Legalization of all-Ukrainian labor organizations and their associations, other labor organizations and their associations is carried out by a central body of executive power, which implements governmental policy in the sphere of state registration (legalization) of civic associations, or any other public formations.

In order to legalize labor organizations or their associations, the founders or heads of elected bodies of such labor organizations submit an application. Such application is supplemented with a charter (regulations); minutes of a congress, a conference, a founding or general meeting of the trade union members, and a decision on its approval; information on elected bodies, availability of labor organizations in the respective administrative-territorial units, and on the association founders.

Based on documents submitted by a trade union or a trade union association, a legalizing body confirms –within a month term – the declared status, includes the trade union or a trade union association to the register of civic associations and issues a legalization certificate to the trade union or the trade union association, where the relevant status is specified.

In case the documents filed by a trade union or a trade union association do not comply with the declared status, a legalizing body offers the trade union or the trade union association to provide the additional documents required to confirm the status.

A trade union or a trade union association accrues rights of a legal entity as soon as its charter (regulations) is approved. Status of a legal entity is also given to branches of a trade union if they operate based on its charter.

For submission of inaccurate information for legalization, the signatories thereof are held liable as prescribed by law.
